Professor Romey joins GGU from the Internal Revenue Service Office of Chief Counsel. As Senior Counsel, she specialized in federal tax litigation handling high-dollar complex cases. She was also counsel to special enforcement agents working on cross-border, foreign reporting penalties, off-shore compliance issues, and the development of abusive transaction cases. Ms. Romey has significant litigation experience as lead trial counsel on fraud penalty cases, IRC Section 280E, abusive transactions, whistleblower actions, taxation of real property transactions, and various complex structured tax transactions. She has successfully litigated roughly 25 cases before the United States Tax Court, and handled various matters as a Special AUSA in U.S. Bankruptcy Court.
Ms. Romey conducted nationwide trainings for Chief Counsel in effective cross examination and trial skills, and is a National Institute of Trial Advocacy Master Delegate. Ms. Romey is a frequent presenter for the private bar, and taught practical tax litigation courses as a member of Golden Gate University’s LL.M. Adjunct Faculty. Ms. Romey earned her Juris Doctorate and Master of Laws in Taxation from the University of San Diego, School of Law.
Throughout Ms. Romey’s academic and professional careers, she actively led committees and volunteer efforts in both state and local bar associations. In 2016, she completed a three year leadership role with the California State Bar, Taxation Section Executive Committee, and was dedicated to her annual roles as Speaker Chair for the Taxation Section Annual Meeting, and Chair of the 2016 DC Delegation. She also chaired the San Francisco Barristers Bar Association Taxation Committee, served on the BASF executive board, spearheaded annual charity events, founded the San Francisco Barristers’ networking and social committee, and volunteered as a high school mock-trial coach. In 2011, Ms. Romey was awarded the San Francisco Bar Association “Barrister of the Year Award” for ten years of dedicated service to the bar.
Professor Romey instructs in the Summer 1st STEP Litigation Program, Evidence, Trial Advocacy, Advanced Trial Advocacy, Civil Litigation, Introduction to Depositions, Introduction to Expert Witnesses, Tax Litigation, Evidence in the Courtroom, Mock Trial, and Advanced Mock Trial courses.
